Professor Felix Akinladejo is a Professor of Computer Information Systems and the Associate Dean for Graduate Studies and Research in the Faculty of Engineering and Computing, University of Technology (UTech) Jamaica. He holds a Bachelor’s Degree in Computer Science from Obafemi Awolowo University, Ile Ife, Nigeria, a Master’s Degree in Computer Science from University of Lagos, Nigeria, a Ph.D. in Computer Information Systems from Nova Southeastern University, Florida, USA, and a Postgraduate Diploma in Education from the University of Technology, Jamaica. He is a professional member of IEEE, ACM, a member of the Caribbean Academy of Sciences, and a full member of the Jamaica Computer Society. His research interest is in applied computer technology, database systems and human computer interaction. His career objective is to teach and research in order to contribute to the body of knowledge in the field of Computer Science and Information Systems, and to uniquely adapt the computer technology towards solving or reducing problems that affect the society, and are also of national, regional and international significance. He is married with two daughters.

Karl Chambers is a cybersecurity, governance, risk and compliance professional.

He has over thirty years of information security experience in the military, U.S. Federal Government, banking, wireless, manufacturing and hospitality industries. As a cybersecurity thought leader, one of his more notable achievements is the development of an information security risk assessment methodology which has been adopted as a standard by a number of U.S. Federal Government Agencies. Karl also conceptualized, developed and implemented a process to assess the risks to the information technology systems at USAID Missions in over 90 countries world-wide. As a Software Engineer Karl designed and developed a prototype Artificial Intelligence engine to help British Naval ships identify hostile aircraft.

Karl has been a speaker at numerous information security conferences in the USA, Jamaica and the Middle East, and has developed and taught numerous seminars on information security awareness, privacy, managing information security risks and project management. In 2014, Karl was invited by the United Nations to address the Open Data Government Forum Conference in Abu Dhabi on Cloud Security. He is a visiting lecturer on the Critical Infrastructure Protection course at the US National Defense University in Washington DC.

He is the founder and CEO of Diligent eSecurity International, an Atlanta based company and IBM Security Business Partner, focused on providing cybersecurity, governance, risk and compliance services and products to commercial and government clients.

His professional certifications include the highly ranked Project Management Professional (PMP), and the Certified Information Systems Security Professional (CISSP).

Having served in the military for twenty years, he retired at the rank of Major. He is a graduate of the following British Institutions; the Royal Marines Commando Training Center Lympstone, the Royal Military Academy Sandhurst, and the Royal Military College of Science (Cranfield Institute of Technology) Shrivenham, UK, where he earned a Bachelor of Engineering (BEng) degree in Electronic Systems and Software Engineering. Prof. Daniel Coore

Prof. Daniel Coore is Professor of Computer Science in the Department of Computing at the UWI, Mona. His primary research interests are in amorphous computing, robotics and automation, and computer science education. He teaches courses at both the undergraduate and graduate levels, spanning a broad range of areas including algorithms, theory of computation, computer architecture and cryptography. His teaching and research activities have exposed him to a broad cross-section of disciplines, particularly in Science, Engineering and Education, and he has a keen interest in the problems that exist at the boundaries between these disciplines. He is a co-inventor of the UWI Cardiac Surgery Simulator: a high-fidelity simulator that has had significant impact across the US in the training of cardiac surgeons. A former Trade Commissioner for Jamaica Promotions Corporation (JAMPRO) in New York, Brussels and London, Ms Edwards has a wealth of knowledge and experience in international marketing and business development. She successfully managed product launches of Jamaican food brands into mainstream markets and conceived and negotiated substantial European Union funding for the innovative ‘Target Europe’ Trade Development Programme, an initiative that positioned Jamaican products in the European market, and subsequently evolved into the five-year Private Sector Development Programme (PSDP). Wray & Nephew UK Ltd., where she led the organisation to profitability and successfully grew the UK Company’s turnover by 77% over 10 years. During her time at JAMPRO since rejoining the organisation, she has led its transformational development to serve as a catalyst for wealth creation through increased customer focus and more effective marketing communications programmes and has promoted a culture of innovation to facilitate and support the development of new industries in Jamaica. She is also committed to building Jamaica’s business brand. Ms Edwards holds an MBA from New York’s Pace University, a Masters in International Relations from Institut d’Etudes Politiques de Paris and a BA (Hons) in French, Spanish and German from the University of the West Indies (UWI). She has provided advice on and published papers on competition in communications. She is referenced in the BICSI 1st edition Wireless Design Manual and has authored the 2nd Chapter of the Wireless Design Reference Manual and has co-authored the 2nd Chapter of the 3rd Edition. She has authored a chapter on Legal Issues relating to the Electronic Security Design Professional Manual in the BICSI organization published in January 2009.

Ms Loya Haughton is a Junior Information Technology Auditor at KPMG Jamaica. She is a part of a team which evaluates financial systems for legislative and other forms of compliance, specialising in the local Financial and Insurance sectors. Prior to this, Ms Haughton accumulated experience in a diverse subset of industries, having worked in the Jamaica National Group, JMMB Group, and at Television Jamaica, to name a few. Ms Haughton attended the University of the West Indies, Mona Campus, as a UWI Open Scholar. During her time there, she studied at the University of Waterloo, Canada as an exchange student. She subsequently became part of the first cohort of the Huawei Seeds for the Future Programme, where she travelled to China to study telecommunications under the tutelage of Huawei Technologies. In 2018, Ms Haughton earned her Bachelor of Science degree in Computer Science with a minor in Management Studies, with First Class Honours and graduated as the proxime valedictorian for the Faculty of Science and Technology. Within the past five years, Ms Haughton has been recognised by the Prime Minister for her Excellence in Academics and was also the highest-ranking female in the region for the 2014 CAPE Computer Science Unit 1 exam. Loya Haughton is also distinguished by her passion for research, having been nationally awarded for her work in topics ranging from Waste Management to the local Marijuana Industry. Gunjan Mansingh is head of the department and a Senior Lecturer at the Department of Computing, the University of the West Indies (U.W.I), Mona, Jamaica. She obtained a PhD. in Information Systems and an M.Phil. in Computer Science from U.W.I. and a B.Sc. from St Xavier’s College, Bombay University, India. She worked for a few years in the IT industry in Jamaica before moving to academia. She teaches various courses at the undergraduate and the graduate level in Computer Science and Information Systems. She has conducted workshops in Jamaica on data mining and business intelligence. In 2013 she received the best research publication award and in 2014 she received a teaching award at her university.
She is a co-editor of an edited book titled “Knowledge Management for Development: Domains, Strategies, and Technologies for Developing Countries”, Springer Integrated Series in Information Systems. She also serves on the international editorial review board of International Journal of Knowledge Management. Her research interests are in the following areas; Business Intelligence, Data Mining, Decision Support Systems, Knowledge Management and Knowledge Management Systems, Expert Systems, and Technology Adoption. In her research, she has worked in different domains in Jamaica such as healthcare, crime, agriculture, e-commerce, and financial services. Her research focus has been on harnessing data, information, and knowledge in the various sources to assist in the decision making process. She has over 50 publications in international journals, proceedings of several international conferences and as book chapters. She is also currently working with other co-authors on a book “Business Intelligence for SME's: An Agile Roadmap toward Business Sustainability”

Nadeen Matthews-Blair

Nadeen Matthews Blair currently serves as the Chief Digital and Marketing Officer for the NCB Group
and the CEO of the NCB Foundation. Nadeen joined the National Commercial Bank Jamaica Limited
(NCB) in 2010 as the Head of Strategy where she worked with the leadership of the organization to
establish cohesive, coherent and effective strategic plans for the NCB Group including its subsidiaries.
These strategies helped propel NCB to the leading position in Jamaica and a top five position in the
English speaking Caribbean.

On January 1, 2013, Nadeen's role expanded to include leadership of the Marketing &
Communications Unit. In this capacity she is responsible for the development and execution of
integrated Marketing and Communications strategies to help drive the organization's strategic growth
objectives and further enhance the organization's brand equity and image.

In February 2013, Nadeen's responsibilities were further expanded after she was appointed CEO of
the N.C.B. Foundation. In this capacity she ensures effective execution of NCB's Corporate Social
Responsibility mandate and proper governance and stewardship of funding and resources provided
by the NCB Group to administer the Foundation.

Effective November 1, 2015, Nadeen transitioned to the role of Chief Digital Officer, becoming the
first such executive to be appointed in Jamaica. In this capacity, she is leading NCB’s digital
transformation programme with the objectives of: 1) Enhancing customer experiences 2) Increasing
organizational efficiency and agility and 3) Transforming NCB’s business model for long-term viability.
Within this mandate, Nadeen spearheaded the launch of the first Agile Lab in the English speaking
Caribbean. In this lab, cross-functional Scrum teams work to reimagine and enhance existing customer
journeys leveraging digital technology. She is also focused on developing Jamaica’s tech ecosystem
through the launch of NCB’s Digital Innovation Competition and Tech Symposium, sponsorship of
hackathons, internship programmes, and scholarships for students pursuing technical disciplines.
In October 2017 and September 2018, Nadeen was recognized by FinTech Americas as one of Top 25
Most Innovative Bankers in Latin America. In March 2017, Nadeen was selected as the sole
representative of the English and Spanish-speaking Caribbean in the World Economic Forum’s cohort

of Young Global Leaders (YGL) for 2017. YGL is a high profile, growing network of bold and action-
oriented young leaders from across the world, all under 40 years. In August 2018, Nadeen was selected

to participate in the IWF’s Leadership 2018-2019 Fellows Programme.

In 2014, Nadeen served as Co-Creator and Executive Producer of the hit business reality TV
programme NCB Capital Quest, which features small and medium enterprises competing for the
opportunity to access an equity investment of up to J$50M. Nadeen is passionate about helping
Jamaica by improving the number of Jamaicans that have access to better education and improving
the capacity of SMEs to operate and grow viable businesses. She has been able to support both of
those passions through her work at NCB.

Prior to joining NCB, Nadeen worked as Senior Associate at the premier global consulting firm
McKinsey & Company in Atlanta Georgia and was an Assistant Vice President at JPMorgan Chase in
New York.

Nadeen completed her MBA at The Wharton School, University of Pennsylvania in Marketing and
Entrepreneurship and graduated cum laude from Binghamton University with a Bachelor of Science in
Financial Economics.

In her spare time, she enjoys spending time with her two daughters Nyla (5) and Lyan (2).

He also obtained a Master’s degree in Computer Science with high commendation in his thesis from U.W.I in 2010. In 2006, he obtained a B.A. in Computer Science at U.W.I with first class honours. While doing his undergraduate studies, he received the faculty award for academic performance for 2003-2004 and also the NCB Education Initiative scholarship for 2004-2006. Kevin currently has 8 publications to his credit which includes: three (3) Conferences, four (4) Journals and one Book chapter in the book entitled: “Digital Advances in Medicine, E-Health, and Communication Technologies”.  Nigel Peter Sammy is a Microsoft Data Platform Most Valuable Professional (MVP) with over seventeen (17) years of technical experience with various technologies which includes over fourteen (14) years of data platform experience. He currently works at SoftwareONE as a Data Platform Team Lead and used to be a Lecturer at the School of Business and Computer Science (SBCS) with a focus on the Microsoft Certified Solutions Associate (MCSA): SQL Server certification as well as other BSc courses for the University of London and University of Greenwich.
Nigel previously worked at Microsoft as an Account Technology Strategist where he was responsible for providing pre-sales and technical/architectural support for over 200 agencies in both Commercial and Public Sector. He was also a Data Platform Architect (DPA) at SolidQ, a global provider of advanced consulting, mentoring and education solutions for the Microsoft Data, Business Intelligence, Collaboration and Development platforms. Microsoft, SoftwareOne and SolidQ has given him at least nine (9) years working experience with large international companies.
He has progressed through other roles in his career including Application Developer, Analyst, Database Administrator, Database Developer, Project Manager, Architect, Team Lead and Manager. He is the co-founder and current chapter leader of the Trinidad and
Tobago SQL Server User Group (TTSSUG), a volunteer, independent, non-profit organization providing a community for Microsoft data professionals, hobbyists and enthusiasts.
Nigel is a co-author of Microsofts SQL Server 2012 Upgrade Technical Guide and a technical editor of Wroxs Professional Microsoft SQL Server 2012 and 2016 Reporting Services books.
He has also assisted Microsoft in their Solutions Experience (MSE) Data Insights area during TechEd 2013 in North America, TechEd 2014 in Europe and Ignite 2016. For the last ten (10) years he has been presenting on data platform topics for conferences locally and
internationally.

Miss Straw provided programme management oversight on corporate development initiatives and signature corporate projects for JAMPRO up to June 2018.

As Manager, Special Projects since May 2010, Miss Straw provided oversight on key development projects such as the National Export Strategy and worked with key agencies to identify and implement initiatives to support the growth of the export sector. She also managed the National Competitiveness Council which is designed to increase Jamaica’s competitiveness and build an enabling environment in which to do business with the country and was instrumental in developing the Business Environment Reform Agenda which served as a key tool by which Jamaica’s performance in key benchmarking reports was monitored.

From March 2013 to February 2015, Miss Straw served as Chair of the Caribbean Network of Service Coalitions which is comprised of ten coalitions from the CARIFORUM Region and worked with the Network during that time to shape discussions related to building viable services economies through effective services policies and positioning services sectors both nationally and regionally for export growth.

Mrs. Williams was elected Member of Parliament for St. Andrew Eastern and assumed the position on February 14th, 2019. Prior to Kingston Properties, Mrs. Williams served as Chief Investment Officer of JMMB Limited from March, 2005 to September, 2007 with investment responsibilities spanning the trading department, investment research, and pensions. Also, during the period September 2002 to February 2004, Mrs. Williams consulted with JMMB in the areas of market risk management and investment research where she led that company’s efforts to develop investment research capabilities. Mrs. Williams also served as the Head of the Valuation and Pricing team for JMMB’s public offering.
In 2004, Mrs. Williams consulted with the Financial Services Commission (FSC) in the area of Research and Policy. Prior to returning to Jamaica, Mrs. Williams was Senior Vice President at Putnam Investments, in Boston, a top-10-global mutual fund manager. Her investment work spanned a broad cross-section of industries. She also had portfolio management responsibilities for an equity portfolio product and led Putnam’s efforts to incubate a market neutral hedge fund.
Mrs. William’s investment experience also includes approximately five years as Vice President at Wellington Management Company in Boston, Massachusetts. Her focus was on fixed income securities investments. Prior to Wellington, she was a Fixed Income Analyst at Northwestern Mutual Life Insuurance Company in Milwaukee, Wisconsin and shared portfolio management responsibilities for a US$3 billion portfolio. She was a member of the team that provided macro-economic and market input for both the strategic and tactical portfolio decisions.
Mrs. Williams also gained experience at the Equitable Real Estate Investment Management in Chicago, Illinois. While there, she performed valuation analysis on commercial real estate properties. She also worked as an Information Systems Analyst for Morgan Stanley an American multinational financial services corporation that provides securities products and services to customers, including corporations, governments, financial institutions, and individuals.

Can FinTech keep pace with Privacy and Security

We now live and work in a digital age in which the perception by many is that privacy is dead, and data is king. To compound this new norm, the Internet of Things (IoT) in an algorithm society means that everything and everyone is connected and decisions are being made about us on a daily basis, based on our digital activity. This reality comes with enormous burdens and tremendous opportunities. Companies all over the world are struggling daily to meet the burdens head-on while capitalizing on the opportunities for both themselves and their customers.

The recently enacted GDPR and CCPA are inspiring change across the privacy landscape at a global level. Security and risk management leaders are also being cautioned to plan for intensified global regulatory activity and the societal expectations driving radical change. Today, organizations through FinTech collect and store backups of large volumes of personal data that is both sensitive and vulnerable with no clear plan of how they will use it. Because the sensitivity is a constant characteristic and the vulnerability is arguably equivalent, the volume dictates the level of risk, and represents the largest area of privacy risk today. Additionally, privacy regulations have introduced penalties and stiff fines for violations, making the risk of holding unused personal data potentially very expensive. There is just no way around the collection of personal data though.

Considering all of this, the question then becomes: how does an organization implement data privacy initiatives in a digital world in a way that is in compliance with the regulations but at the same time allow for value delivery to the organization? This presentation will explore the new digital operating reality that is unfolding as well as look at what financial organizations around the world are doing to ensure that they are compliant with the various pieces of legislations all while maintaining security.

A Citizen Participation Process Walks into the Digital Age

In the constituency of South East St. Andrew, the Member of Parliament holds yearly consultation meetings, seeking citizen input on what community development proposals he should submit to the Constituency Development Fund (CDF). Citizens come to the meetings, but attendance is relatively low, as is the attention given to communal needs, which is the focus of the CDF. Meanwhile, a think tank is researching citizen participation and open budgeting, and
a non-profit is exploring how digital and design thinking can be used for the public good. With their interests combined, the Tell Your MP programme was launched, allowing constituency residents to participate in CDF consultation from anywhere with an internet connection.

In the midst of increasing civic apathy, and calls for more government transparency and consultation, what lessons do a digital initiative like Tell Your MP hold for Jamaicans as we consider ways to strengthen our democracy? This session seeks to explore just that, sharing
highlights of the process supporting the programme pilot, as well as the inevitable challenges encountered and insights gleaned along the way.
